Thanks to Guy Leonard, who mailed us that this is the Ortmans-Hauzeur Fountain.
In 1891, the town took the decision to build a monument to honour Jean-François Ortmans, who had been mayor of Verviers.
it became a neo-classicist monument, realized by architect Clément Vivroux in 1893. In the middle, there is a bust above the fountain. The monument was built against the side-wall of a gentleman's house, and is the largest of its kind in the province of Liège.
